Fire and EMS mobile CAD implementation for the Department of Public Safety
Attevo provided program and project management for the implementation of mobile CAD (Computer Aided Dispatch) units in all Fire and EMS (Emergency Medical Services) vehicles. The Attevo team managed and coordinated the efforts of six vendors, including software, hardware and installation services, in conjunction with city resources to implement, assess and stabilize the changeover for emergency responders from radio dispatch to mobile CAD.
Client challenge
Until the installation of the mobile CAD units in all Fire and EMS vehicles, all 911 calls were dispatched via the radio.
There were a few computer programs involved in the assessment of priority, but they were not tied into a screen and did not provide any visual reference for the dispatchers to use in order to make immediate decisions on the deployment of emergency services.
Although GPS was in place in the vehicles, there was no visual link for the dispatcher units to help correlate the location of the vehicles with the site of the emergency calls. Other than verbal procedures and radio coordination, there was no way to deploy inter-agency units to the location of the emergency.
Attevo solution
Attevo worked with the City to define the risks and potential failure points, as well as mitigation strategies in coordination and communication among the project vendor teams and the internal organizational resources.
Attevo applied its project management methodology and insured appropriate knowledge transfer between the subject matter experts and additional team leaders within the City of Cleveland.
Attevo's implementation methodology included integration test cycles where Fire and EMS resources tested connectivity, installation and communication tools for the validation of the system applications and business rules.
Results
Immediate improvements were achieved in targeted processes and workflow. All EMS units were migrated from radio dispatch to mobile CAD ahead of schedule, which resulted in increased efficiency.
The dispatchers were able to use the mobile CAD system immediately to deploy the closest fire and EMS units and select the best routes for them to get to their required location as quickly as possible. This resulted in a significant reduction in response time.
